I am not convinced that any membership organization would be acceptable
to the dissenters, and certainly not PAB. Originally, it was to have
been ISoc. But maybe we can come up with a new iteration of the MoU.
Whether or not it has a membership fee, I would expect _some_ legal
document to bind the members.
Please put some text in opposing direct membership with proxies (rather
than a User/Industry Supporting organization).
Anyway, I got the IETF plenary to give a standing ovation to the draft
IANA plan.... We have momentum going!
